There is an UART component and there is an USBUART. You may implement any of them in your application.
There is a driver ready to use in windows for the USBUART that accepts the USB-cable connection from the PSoC and presents it to the windows environment as a (faked) com-port.
The UART component will need a level-shifter (i.e. MAX232) to interface a PSoC to a true serial interface (9-pin) presented in windows as a com-port connection.
