Hello,
I need to implement an LCD in a PowerPsoc CY8CLED04D01, but he has no library in Psoc Designer, and my project in the free port are FN0, FN1, FN2, FN 3, P2.2 and P1.4, I put in the RW directly ground, for it need some routine.

PPSoC does not have the LCD User Module because a single port is not available for use - a requirement of the LCD User Module.
The easiest way to achieve LCD functionality on a PPSoC is to generate the code that goes along with LCD module on a different PSoC part and then move the library code to a PPSoC project. You will need to redefine the pin numbers in the generated library code.
