I am new PSOC Creator and writing my first program that stores and manipulates strings...where do i get these libraries from...i need to be able to use sprint etc...

Welcome in the fascinating world of PSoCs!
When you have got the latest Creator 3.0 all the libraries are already there. Just #include them.
When you need %f format (float) then drop a line like

 asm (".global _scanf_float");
which will force the floating-point part of the lib to be loaded.

Do you already own a development board? Which one??

You can also do it my modifying the linker (add float support for sprintf )-
